Fran O'Connor complements Atkins' technical expertise and supports the values we share with our clients through his 27 years of

toll authorities. Fran has spent a significant portion of his career at the New Jersey Turnpike Authority—one of the first agencies in the
U.S. to transition to electronic tolling—where he ultimately served as the deputy director of electronic toll collection. As principal project
director in Atkins' toll sector, Fran provides senior level consulting services to our current clients and focuses on growing our business in
the eastern U.S. and moving our clients into the future of tolling.
