The 95 Express project, the first of its kind in Florida, converted a high-occupancy vehicle (HOV) lane to two high-occupancy toll (HOT) lanes (in each direction) in the middle of I-95’s eight existing lanes. The HOT lanes, known as express lanes, allow single occupant vehicles and HOV 2+ users to use the express lanes after paying a toll. Registered HOV 3+, hybrid vehicles, buses, motorcycles, and emergency vehicles can use the lanes for free.
As FTE’s general consultant, Atkins provided design support for tolling system and infrastructure requirements for the design-build contract. We also reviewed and approved plan components associated with improvements within the right-of-way; developed a comprehensive risk assessment and mitigation plan for all project stakeholders; and developed the overall concept of operations and system requirements for the conversion I-95’s lanes from HOV to HOT.
The project won awards from the Florida Department of Transportation, the U.S. Chamber of Commerce, and ITS America.
